철거해 버리기엔 너무 예술적인… 서귀포 ‘카사 델 아구아’ 한달내 사라질 위기
멕시코가 낳은 세계적인 건축가 리카르도 레고레타(1931∼2011). 세계건축가연맹 금상 수상자(1999년)이자 프리츠커 건축상 심사위원을 지낸 그는 2009년 3월 제주 서귀포시 중문관광단지에 스페인어로 ‘물의 집’을 뜻하는 ‘카사 델 아구아 갤러리’를 완공해 선보였다. 레고레타는 이 건축물로 2010년 아메리칸 프로퍼티상을 받았다. 이후 다른 작품을 남기지 않고 타계해 이는 그의 유작(遺作)이 됐다.
제주 바다를 배경으로 고요히 들어선 이 레고레타의 유작을 놓고 제주도와 한국 건축 및 미술계가 들끓고 있다. 제주의 대표적 건축물 중 하나로 꼽히는 이 갤러리가 우여곡절 끝에 철거될 위기에 놓였기 때문이다.
파트리시아 에스피노사 멕시코 외교장관은 2일 김성환 외교통상부 장관에게 전화를 걸어 카사 델 아구아의 철거를 재검토해 달라고 요청했다. 주한 멕시코대사관은 이날 “카사 델 아구아는 멕시코 현대 건축의 대표작일 뿐만 아니라 한국의 문화유산이기도 하다”며 멕시코 정부의 이 같은 공식 방침을 확인했다. 이에 앞서 마르타 오르티스 데 로사스 주한 멕시코대사는 올해가 한국-멕시코 수교 50주년임을 강조하며 청와대와 정부 관련 부처, 제주도청과 서귀포시청을 찾아가 철거 중단을 요청했다.
국내 건축계와 미술계도 이 건물의 철거에 반대하고 있다. 한국건축가협회는 지난달 23일 발표한 성명에서 “카사 델 아구아 갤러리는 제주가 품고 있는 또 다른 유산임에도 경제적 이해관계에 따라 철거한다는 것은 국가의 품격까지 실추시킬 수 있는 중대한 사안”이라고 주장했다. 한국미술협회도 지난달 성명을 발표하고 “아시아에는 일본과 한국 두 곳에 레고레타의 건축물이 있는데 일본 작품은 개인 주택이라 내부가 공개되지 않고 있어 카사 델 아구아는 유일하게 내부가 공개되는 작품”이라며 “눈앞에 보이는 금전적 이득 때문에 세계적인 문화유산을 잃을 수는 없다”고 지적했다.
카사 델 아구아는 제주컨벤션센터 근처에 짓고 있는 앵커호텔과 콘도 분양을 위해 43억 원을 들여 2층 1279m² 규모로 지은 모델하우스 겸 갤러리다. 호텔이 완공되면 갤러리와 VIP를 위한 공간으로 활용할 계획이었다. 하지만 앵커호텔의 시공사였던 JID가 자금난으로 호텔과 콘도 용지를 부영주택에 팔면서 문제가 생겼다. 부영주택이 이 갤러리를 철거하고 그 대신 공원을 조성하기로 한 것. JID는 호텔 용지를 부영에 넘기면서 이 갤러리는 가격조건이 맞지 않아 팔지 않았다. 하지만 임시건물인 데다 존치 기간이 만료(2011년 6월 30일)돼 법적으로 철거 대상이 됐다. 제주지방법원도 지난달 25일 철거가 정당하다는 판결을 내렸다.
6일은 카사 델 아구아의 운명에 있어서 결정적인 날이다. 갤러리에서는 현재 철거에 반대하는 한국 조각가 20명이 ‘레고레타-그의 공간을 품다’라는 제목으로 철거를 막기 위한 ‘방패용’ 전시를 하고 있다. 이 전시는 6일 끝나지만 철거 소식을 들은 건축학도들의 방문이 줄을 잇는 데다 서귀포시의 철거작업을 지연시키기 위해 작가들은 이달 말까지 전시를 연장하기로 했다.

As a winner of a Gold medal in International Union of Architects (1999), as well as a jury of the Pritzker Architecture, Legorreta has completed the construction of the Casa del Agua in March 2009 in Seogwipo city, Jeju Island. As his posthumous work, this building has won Legorreta an American Property Award in 2010.
Regardless of being one of the best representative architectural works in Jeju, the Gallery Casa del Agua is in a critical situation of possibly being demolished after many complications.
Minister of Foreign Affairs of Mexico, Patricia Espinosa has requested a reconsideration of the case of the Gallery to a Minister of the Ministry of Foreign Affairs and Trade of Korea on the 2 August over a telephone conversation. Prior to the intervention of the Minister of Mexico, Ambassador of Mexico to Korea has also requested for the non-removal of the building, stressing the fact that this year is 50 years of anniversary of the diplomatic relations between Korea and Mexico.
Various organization and association of Korean art and architecture is opposing the demolition of the building as well. Korea Institute of the Architecture and Korean Fine Arts Association have emphasized that demolishing this world legacy because of the immediate financial benefits will be disgraceful to the dignity of the nation.
Casa del Agua is a 2 story building, built to serve as a model house to help the sales of the Anchor Hotel and Condominium which is under construction near by the Jeju convention Center. 4 billion KRW has been put into this construction and it was planned to serve as a space for VIPs and Gallery once the hotel is completed. However, while the construction operating company was trying to sell the building lot to Booyoung Company due to their own financial issue, there was a disagreement on the settlement of the price of the building between the two companies. JID sold the hotel lot, but kept the Gallery.
20 Korean sculptures are holding an exhibition at the Gallery as a shield used to protect the building from being demolished. This exhibition was scheduled to run through August 6th, but due to growing interests and visits of many architectural communities who have heard about the demolition news, it will be extended until the end of August in order to delay the removal operation.

멕시코 출신의 세계적 건축가인 리카르도 레고레타의 유작으로 가치를 인정받고 있는 '카사 델 아구아'의 보존에 대한 도민여론과 전문가들의 의견에도 불구, 제주도와 서귀포시는 철거입장만 고집하며 귀를 닫고 있다.
'카사 델 아구아'는 가설건축물의 존치기간이 지난해 6월 만료됐다는 이유로 강제철거를 위기에 처하면서 각계에서 보존해야 한다는 의견이 목소리가 커지고 있다.
주한 멕시코 대사는 지난달 23일 서귀포시청을 방문해, 멕시코 외교장관은 지난 2일 김성환 외교통상부 장관에게 전화를 통해 '카사 델 아구아'의 철거방침 철회를 요청했다.
멕시코 정부는 '카사 델 아구아'는 멕시코 현대 건축의 대표작이며, 한국의 문화유산이라는 입장이다.
한국건축가협회는 지난 2일 "'카사 델 아구아'가 가설건축물이지만 제주의 특성을 건축으로 승화시킨 문화유산이다"며 "이권관계에 따라 철거한다면 국가의 품격까지 실추시킬 수 있어 반드시 보존해야 한다"고 탄원서를 제출했다.
공평갤러리는 '카사 델 아구아'를 지키기 위해 지난달 23일부터 6일까지 전시회를 진행했고, 다시 이달말까지 연장키로 하는 등 미술계도 보호에 나서고 있다.
하지만 서귀포시는 6일까지 전시예술품 철수를 공문을 통해 통보하며, 행정대집행 과정에서 전시품이 파손될 경우 시의 책임은 없다고 공평갤러리측에 경고했다.
이처럼 '카사 델 아구아'를 보존해야 한다는 목소리는 높아지고 있지만 제주도와 서귀포시는 강제철거 입장만 고수하고 있다.
도와 시는 '카사 델 아구아'의 경우 철거전제로 허가된 가설건축물이며, 해안선 100m 이내 영구건축물 허용 불가능, 허가신고자와 토지소유자가 다른 점 등으로 인해 현행법상 철거해야 한다는 입장만 되풀이하고 있다.
더구나 도와 시는 레고레타의 설계로 건축중인 앵커호텔과 콘도건물이 진정한 유작이라며 '카사 델 아구아'의 가치를 인정하지 않는 등 보존에 대한 목소리에 귀를 기울이지 않고 있다.
중문이 지역구인 김경진 제주도의원은 "'카사 델 아구아'는 세계적 건축유산으로 존치해야 하지만 제주도와 서귀포시가 철거방침만 고집하고 있어 갑갑하다"며 "㈜JID와 부영, 그리고 도와 시가 머리를 맞대고 합리적으로 해결해야 한다"고 말했다.
또 "기부체납으로 기증을 받고 공익목적으로만 활용된다면 존치할 명분도 생긴다"며 "도지사와 시장이 이 문제에 적극 나선다면 이 문제를 해결할 수 있다"고 강조했다. /김용현 기자 noltang@jemin.com
Conservation of the Casa del Agua depends on Administration. In spite of reconsideration requests from all levels of society, the provincial Jeju persists enforcement of the removal of the building. Rational solution is needed.
Requests and opinions on the conservation of the Casa del Agua by citizens and experts are being underestimated or totally ignored by the city of Seogwipo and Jeju. Due to the fact that the retention period has expired for the building in the past month of June, the city has implemented the order of the removal of the building.
Ambassador of Mexico to Korea has visited the city hall of Seogwipo on the 23rd of July and the Minister of Foreign Affairs of Mexico has made a telephone call to the Minister, Kim Sung-hwan, of the Ministry of Foreign Affairs and Trade of Korea on the 2nd of this month. The government of Mexico’s standpoint is that the Casa del Agua is a masterpiece of Mexican contemporary architecture and that it is part of Korea’s cultural heritage.
Korean Institute of Architecture has presented a petition declaring that as an architecture representing regional characteristics of the landscape of Jeju, the building needs to be conserved as a part of cultural heritage regardless of the fact that it is a temporary building.
In order to preserve the Casa del Agua, Gongpyeong Gallery is holding an exhibition from the 23rd of July to the 6th of August. However, the exhibition is scheduled to be extended through the month of August by various art circles.
The city of Seogwipo and Jeju should work to resolve rationally with the owners, JID and Booyoung. Donation of the building for the purpose of public service could open up the possibility of the conservation of the Casa del Agua.
